There are no direct flight from UK to Lviv, therefore if you are traveling to Lviv, you need to travel through Kiev. The flight duration from London to Kiev is very short, less than 3 hours. Although Kiev has a new international terminal but immigration check out time is extremely slow. Things have little changed. So be prepared to stand more than 1 or 2 hours waiting for immigration officer stamp your passport.

Flights may get very late, but it seems to be very normal for domestic flight operator. But one thing for sure the Ukrainian people enjoy flight much, huge clapping occurs during take off and landing of aircraft.

Luton airport in London is the home to many low cost international mostly European airlines including wizz air which i choose to travel on this trip. This airport is accessible from London Victoria coach station, London Victoria train station central London with 1 and half hours journey time. Easybus is the cheapest bus service to Luton airport from Central London. It is possible to buy ticket online and also on board.

The first thing i noticed about this airport is far away from city center and also the airport is not crowded like other airport of London. If you miss bus or train to this airport, taxi fare would be around 60 pounds to central London. Easybus has dedicated office within the airport where you renew your ticket if you miss the bus within 1 hour, if your delay is more than hour you need to buy a new ticket for the bus

There are several bars/restaurants within the airport where you can relax and wait for your flight. The check in time is quicker than Heathrow airport. Security checking and passport control also quicker than Heathrow air port of London. But the shops in the airport are expensive as usual with other airports.

CUBA: Dr.Oscar Elias Biscet - Nobel Peace Prize

I agree and support or endorse this petition and submission of the candidate for a Nobel Prize nomination of : Doctor Elias Biscet, who is in prison for several yrs. now due or because of his brave stand for the Human Rights and Civil Liberties in Cuba.

Washington, D.C. – We are pleased to announce the nomination of Dr. Óscar Elías Biscet González for the Nobel Peace Prize by the Prime Minister of Hungary, members of the Parliament of Canada, members of the United States Congress, members of the European Parliament, members of the British House of Lords, and a leading member of another government.

In a letter to Thorbjørn Jagland, Chairman of the Nobel Peace Prize Committee in Norway, Hungarian Prime Minister Viktor Orbán wrote, “Dr. Biscet is a man of courage and dignity,” and asked that the Committee consider Dr. Biscet’s “relentless and self-sacrificing struggle for universal human rights and freedom.”

The Secretary General of the European People’s Party (EPP) and MEP, Antonio López-Istúriz, has said, “Dr. Biscet is one of the most relevant and peaceful voices denouncing the ongoing violation of human rights in Cuba, as a way to advance towards a democratic system in the country. His fight for freedom of speech in Cuba has been recognized internationally since many years. For this reason, I have recently promoted the support for his Nobel Prize candidature also by the European Parliament.” Members of the British House of Lords praised Dr. Biscet as a man “distinguished by his extraordinary vision, courage, leadership, and dedication to non-violence in resisting the Cuban government’s human rights violations.”

Dr. Biscet is a renowned human rights activist who has paid tremendous personal cost for his advocacy since the 1980s. As a medical professional, founder and President of the Lawton Foundation for Human Rights, and leading organizer of the “Friends of Human Rights” group in Cuba, he has dedicated his life to defending the fundamental rights of the Cuban people. Dr. Biscet was arrested most recently in late 2002 for exercising basic civil liberties, convicted on sham charges, and continues to serve a 25-year prison sentence.

For many years now, Dr. Biscet has repeatedly faced inhumane treatment in prison, including confinement to a punishment cell and denial of food for extended periods of time. Yet, as members of the European Parliament describe in their letter to the Committee, even throughout these horrific times, Dr. Biscet has “continued to call for non-violence, and has called forth the memory of personal heroes such as Mahatma Gandhi and Martin Luther King, Jr.”

Members of the United States Congress wrote, “Cuba today is at a crossroads. Awarding the Nobel Peace Prize to Dr. Oscar Biscet Gonzalez—a Cuban human rights defender unalterably dedicated to nonviolent social change—will point the way ahead, toward a constructive future for all of the people of Cuba.”

Si los de dentro tienen que romper las cadenas de 50 annos de silencio y humillacion, y de violacion consecuente de sus mas minimos derechos humanos - expresarse, reunirse, etc - tambien los de fuera tenemos que romper las reglas y aparecernos en masa, si no es por avion pues por barco, hacer un bloqueo naval pacifico, un regreso masivo por el agua.

Tan imposible es para Zoe y los demas volar a cuba, como para los cubanos de dentro "protestar pasivamente" sin que sean aplastados por el aparato represivo de una manera masiva. Esto seria un motor impulsor, y si les da por bombardear los barcos, esperemos que el mundo esta vez no se quede de manos cruzadas."

.El grupo “Por el levantamiento popular en Cuba”, constituido en Facebook por miembros del exilio cubano fundamentalmente, y atacado con saña por los sostenedores del régimen castrista, ya rebasa los 2,500 seguidores.

El movimiento, que no sólo alienta demostraciones antigubernamentales en las calles de Cuba, sino también en las sedes consulares de la dictadura alrededor del mundo, aspira a movilizar masivamente al exilio y a la oposición en la semana que va del 21 al 26 de este mes de febrero.
A propósito del evento, Neo Club Press entrevistó a la conocida escritora cubana Zoé Valdés –cuyo activismo a favor de las libertades en Cuba ha sido también notorio--, en el marco de una serie dedicada al tema:

Neo Club Press. ¿Por qué decidió apoyar al grupo en Facebook “Por el levantamiento popular en Cuba”?

Zoé Valdés. Decidí apoyar a este grupo en Facebook porque ya han pasado 52 años de una dictadura cruel, criminal, violenta, que constituye una agresión permanente a la libertad, a la democracia y a la paz, y debemos conseguir acabar con ella de alguna manera. Hemos intentado todas las maneras posibles por diferentes vías, y no ha funcionado. Entonces creo que un levantamiento popular pacífico podría enviarles un mensaje más directo, a los Castro y al mundo, que también se niega a oír a los cubanos.

NCP. ¿Cree que las condiciones están dadas para que el pueblo cubano pueda tomar las calles organizadamente?

ZV. Las condiciones están dadas, pero no sé si de manera organizada. Los estallidos sociales a veces empiezan por una persona que grita en soledad, y luego otros le siguen.

NCP. Estando Internet limitada en Cuba, un movimiento como éste, gestado en la Red, ¿tiene reales oportunidades de hacerse un eco en la Isla?

ZV. Internet está limitado para la mayoría de la población, y para los que tienen voz fuerte, ahora no está limitado. Creo que Yoani Sánchez y los blogueros a los que les han abierto los blogs deben sumarse a este llamado, hasta ahora no lo han hecho. Un estallido social no empieza únicamente por Internet, o puede empezar por esa vía y continuarse de otra manera.

NCP. Los detractores de esta iniciativa alegan que es muy fácil azuzar a la gente desde afuera, y que lo consecuente sería que el exilio regresara en masa a la Isla a llevar a vías de hecho sus llamamientos en Internet. ¿Qué respondería a eso?

ZV. ¿Cómo voy a volver si a mí no me permiten regresar de ninguna manera? Ya me gustaría volar como el hombre de Leonardo Da Vinci. El exilio es muy difícil, el exilio es un castigo, y en el exilio se sufre y se aguantan muchas humillaciones, sobre todo siendo cubano. Otros pueblos han sido llamados a levantamientos populares desde el exilio; sin ir más lejos, Mohammad El Baradei, Premio Nobel de la Paz, apoyaba desde el extranjero el movimiento de rebelión egipcio, y al final regresó. Pero a él lo dejan entrar en su país, a los cubanos, no. Los detractores a mí no me valen nada, la mayoría de las veces son agentes castristas que se abren páginas en Facebook y hablan como si pertenecieran al exilio. El exilio en masa ya ha mandado mucho dinero a los cubanos de adentro, con el dinero que hemos mandado se hubieran podido liberar tres islas de Cuba juntas. Ahora les toca a ellos actuar desde dentro.

NCP. ¿Cree que una guerra civil es inevitable en Cuba o quedan aún oportunidades para una transición pacífica tras la muerte de los hermanos Castro?

ZV. Una transición pacífica es todavía posible, en caso de que los Castro decidieran darle la posibilidad a los opositores de presentarse organizados en partidos políticos a elecciones libres, y en caso de que ellos se fueran por la vía pacífica, ellos y toda su familia, que se retiraran de la política, no quiere esto decir que se vayan del país. Pero a los que hay que pedirles pacifismo es a ellos, a los Castro, que son militares y tienen al ejército de su parte; los opositores no están armados. Ellos, los Castro, son los que tienen los tanques preparados.

The Black Swan Theory or Theory of Black Swan Events is a metaphor that encapsulates the concept that The event is a surprise (to the observer) and has a major impact. After the fact, the event is rationalized by hindsight.

The theory was developed by Nassim Nicholas Taleb to explain:

1. The disproportionate role of high-impact, hard to predict, and rare events that are beyond the realm of normal expectations in history, science, finance and technology
2. The non-computability of the probability of the consequential rare events using scientific methods (owing to the very nature of small probabilities)
3. The psychological biases that make people individually and collectively blind to uncertainty and unaware of the massive role of the rare event in historical affairs

Unlike the earlier philosophical "black swan problem", the "Black Swan Theory" (capitalized) refers only to unexpected events of large magnitude and consequence and their dominant role in history. lack Swan Events were characterized by Nassim Nicholas Taleb in his 2007 book (revised and completed in 2010), The Black Swan. Taleb regards almost all major scientific discoveries, historical events, and artistic accomplishments as "black swans"—undirected and unpredicted. He gives the rise of the Internet, the personal computer, World War I, and the September 11 attacks as examples of Black Swan Events.

The term black swan was a Latin expression—its oldest known reference comes from the poet Juvenal's characterization of something being "rara avis in terris nigroque simillima cygno" (6.165).[1] In English, this Latin phrase means "a rare bird in the lands, and very like a black swan." When the phrase was coined, the black swan was presumed not to exist. The importance of the simile lies in its analogy to the fragility of any system of thought. A set of conclusions is potentially undone once any of its fundamental postulates is disproved. In this case, the observation of a single black swan would be the undoing of the phrase's underlying logic, as well as any reasoning that followed from that underlying logic.

Juvenal's phrase was a common expression in 16th century London as a statement of impossibility. The London expression derives from the Old World presumption that all swans must be white because all historical records of swans reported that they had white feathers.[2] In that context, a black swan was impossible or at least nonexistent. After a Dutch expedition led by explorer Willem de Vlamingh on the Swan River in 1697, discovered black swans in Western Australia[3], the term metamorphosed to connote that a perceived impossibility might later be disproven. Taleb notes that in the 19th century John Stuart Mill used the black swan logical fallacy as a new term to identify falsification.

Specifically, Taleb asserts[4] in the New York Times:What we call here a Black Swan (and capitalize it) is an event with the following three attributes. First, it is an outlier, as it lies outside the realm of regular expectations, because nothing in the past can convincingly point to its possibility. Second, it carries an extreme impact. Third, in spite of its outlier status, human nature makes us concoct explanations for its occurrence after the fact, making it explainable and predictable.

I stop and summarize the triplet: rarity, extreme impact, and retrospective (though not prospective) predictability. A small number of Black Swans explains almost everything in our world, from the success of ideas and religions, to the dynamics of historical events, to elements of our own personal lives.The main idea in Taleb's book is to not attempt to predict Black Swan Events, but to build robustness against negative ones that occur and be able to exploit positive ones. Taleb contends that banks and trading firms are very vulnerable to hazardous Black Swan Events and are exposed to losses beyond that predicted by their defective models.Based on the author's criteria:

1. The event is a surprise (to the observer).
2. The event has a major impact.
3. After its first recording, the event is rationalized by hindsight, as if it could have been expected (e.g., the relevant data were available but not accounted for).


In the second edition of The Black Swan, Taleb provides "Ten Principles for a Black-Swan-Robust Society".

Taleb states that a Black Swan Event depends on the observer. For example, what may be a Black Swan surprise for a turkey is not a Black Swan surprise to its butcher; hence the objective should be to "avoid being the turkey" by identifying areas of vulnerability in order to "turn the Black Swans white".
Taleb's black swan is different from the earlier philosophical versions of the problem, specifically in epistemology, as it concerns a phenomenon with specific empirical and statistical properties which he calls, "the fourth quadrant".[5]

Taleb's problem is about epistemic limitations in some parts of the areas covered in decision making. These limitations are twofold: philosophical (mathematical) and empirical (human known epistemic biases). The philosophical problem is about the decrease in knowledge when it comes to rare events as these are not visible in past samples and therefore require a strong a priori, or what one can call an extrapolating theory; accordingly events depend more and more on theories when their probability is small. In the fourth quadrant, knowledge is both uncertain and consequences are large, requiring more robustness.

Before Taleb,[6] those who dealt with the notion of the improbable, such as Hume, Mill, and Popper focused on the problem of induction in logic, specifically, that of drawing general conclusions from specific observations. Taleb's Black Swan Event has a central and unique attribute, high impact. His claim is that almost all consequential events in history come from the unexpected—yet humans later convince themselves that these events are explainable in hindsight (bias).

One problem, labeled the ludic fallacy by Taleb, is the belief that the unstructured randomness found in life resembles the structured randomness found in games. This stems from the assumption that the unexpected may be predicted by extrapolating from variations in statistics based on past observations, especially when these statistics are presumed to represent samples from a bell-shaped curve. These concerns often are highly relevant in financial markets, where major players use value at risk models, which imply normal distributions, although market returns typically have fat tail distributions.More generally, decision theory, based on a fixed universe or a model of possible outcomes, ignores and minimizes the effect of events that are "outside model". For instance, a simple model of daily stock market returns may include extreme moves such as Black Monday (1987), but might not model the breakdown of markets following the September 11 attacks of 2001. A fixed model considers the "known unknowns", but ignores the "unknown unknowns".Taleb notes that other distributions are not usable with precision, but often are more descriptive, such as the fractal, power law, or scalable distributions and that awareness of these might help to temper expectations.
Beyond this, he emphasizes that many events simply are without precedent, undercutting the basis of this type of reasoning altogether.Taleb also argues for the use of counterfactual reasoning when considering risk

CRISIS INSTITUCIONAL EN EL URUGUAY

El Gobierno y un Foro Militar denominado Libertad y Concordia han acaparado la atención pública por más de dos semanas, mediante un enfrentamiento mediático que pone en duda las bases democráticas de la separación de poderes y el funcionamiento de la justicia al servicio de intereses sectoriales en ese país.

El ex presidente Julio María Sanguinetti señalo en el Diario La Nación de la Republica Argentina que fiscales y jueces prevaricadores procesan a militares arrasando con la legalidad y las decisiones tomadas por el pueblo en dos plebiscitos que ratificaron una amnistía, para satisfacer las ansias de venganza y dinero de algunos ex terroristas. Por su parte los Militares cursan un comunicado a los mandos de las FF.AA alertando las consecuencias que pueden acarrear voces muy fuertes e indican que no quieren llegar a extremos.

Los partidos políticos y central sindical se alinean contra este comunicado mientras que el poder Ejecutivo en reunión de emergencia del Comité de Seguridad se nuestra cauteloso y el Comandante en Jefe de las FF.AA expresa que está realizando gestiones ante los mandos para lograr la pacificación definitiva.

Ninguna cadena internacional difundió esta noticia, para confirmarla solo basta ingresar a la prensa de Uruguay o poner en el buscador las palabras adecuadas

PRESO POLÍTICO CUBANO SE NIEGA A SALIR DE LA CÁRCEL

Ángel Moya, uno de los dos presos del Grupo de los 75 cuya liberación anunció la semana pasada el Arzobispado de La Habana, se niega a salir de prisión hasta que el Gobierno de Raúl Castro no excarcele a tres opositores que se encuentran en delicado estado de salud, ha informado el lunes a Europa Press su esposa, la Dama de Blanco Berta Soler.

Moya, presidente del Movimiento por la Democracia y la Libertad en Cuba, forma parte del grupo de diez disidentes detenidos durante la Primavera Negra de 2003 que todavía están encarcelados y que el régimen castrista se comprometió a liberar en julio pasado, en el marco de un acuerdo histórico que contó con la mediación de la Iglesia católica y del Gobierno de España.

Según Soler, las autoridades carcelarias todavía no han notificado a su esposo la excarcelación anunciada el pasado viernes por el clero católico en la Isla. “Hoy (jueves) hablé por teléfono con él (Moya) y todavía nadie le ha dicho nada de que va a ser liberado”, ha dicho, en declaraciones telefónicas desde La Habana.

El disidente, que había rechazado la propuesta de viajar a España a cambio de su liberación, espera que el régimen libere “a todos” sus compañeros, pero “muy especialmente a los que están enfermos”, como Eduardo Díaz Fleitas, Librado Linares García y Pedro Argüelles Morán, éste último en huelga de hambre desde el pasado 1 de febrero, precisó Soler.

La portavoz de las Damas de Blanco —organización que agrupa a familiares de los presos políticos— cree que su marido aún no ha sido informado de su liberación “porque seguro el Gobierno ya sabía que se iba a negar a salir”. Soler ha aseverado que “los teléfonos están tomados (intervenidos) y seguro que escucharon las conversaciones en las que Ángel manifestaba estas condiciones antes de que se supiera del anuncio de la Iglesia”.

El Arzobispado de La Habana anunció el pasado viernes la excarcelación de Moya y de Guido Sigler Amaya, quien ese mismo día regresó a su vivienda en la provincia de Matanzas y tiene previsto mudarse a Estados Unidos, donde viven dos de sus hermanos y una hija.

La excarcelación anterior de prisioneros del Grupo de los 75 se produjo en noviembre cuando Arnaldo Ramos Lauzerique obtuvo una licencia extrapenal y regresó a su vivienda en la capital cubana, siendo el único que ha podido permanecer en la Isla tras su liberación. Otros 40 opositores de este grupo han viajado a España, donde permanecen aún 37.
